However, there is good evidence to suggest that the number of complaints to a Japan Consumer Information Center (JCIC) are tendency to increase annually in sport industry, especially sport service business. Therefore, the complaining behavior derived from sport consumers' postdissatisfaction with sport services must be analyzed and examined in sport industry. The purpose of this study is to explore a little further into the public action of sport service consumers that complain to governmental agencies such as a JCIC and/or a Prefectural Consumer's Protection Center. The consumer complaint data about sport products and services inputted to the Practical Living Information On Line Network System (PIO-NET) by a JCIC are used to explain the phenomenon of sport service consumer's public action. Such secondary data were collected every sport products/services from PIO-NET system in a JCIC from 24th Jan. to 9th Feb. in 1995. The major findings indicated that consumer factors (subculture, gender status, generation, and occupation) and circumstantial/environmental factors (frequency of the buyer-seller interaction) influenced patterns of public action of dissatisfied sport service consumer. However, the effect of the degree of economic loss on patterns of public action was not clear.
